Safaa El-Kogali is the Country Director for the Gulf Cooperation Council (GCC) countries at the World Bank, leading strategic engagement and development programming across Bahrain, Kuwait, Oman, Qatar, Saudi Arabia, and the UAE since 2023.
She is an international development expert with more than 27 years of experience in government policy, strategic leadership, research, and program management. She has held senior roles at the World Bank across regions, including Senior Economist, Human Development Sector Leader, and Practice Manager for Education, and has guided policy dialogue and programmes with governments in over 30 countries. She holds a master’s in development studies and a bachelor’s in economics.
El-Kogali also holds a Master of Philosophy degree with distinction in development studies from the Institute of Development Studies at the University of Sussex, UK and a Bachelor of Arts in economics from the University of Pennsylvania, USA.
