Dr Nahed Monsef serves as the Director of Strategy and Governance at the Dubai Health Authority, where she oversees long-term health system transformation and formulates policies at the emirate level. She is at the forefront of the Health Sector Vision 2071 and was instrumental in developing the Dubai Health Sector Plan 2033, which is currently in its implementation stage.
Dr Monsef also leads the Dubai Genome Programme in alignment with the National Genome Council Strategy, the Dubai Health Sector Digital Strategy, and the emirate’s Mental Health Strategy. Her work includes developing the Dubai Clinical Services Capacity Plan and Workforce Study 2030, shaping healthcare policies, and building strategic partnerships to strengthen system resilience and outcomes.
She holds a PhD in Family Medicine from the Arab Board for Medical Specialization, and is a Fellow of the Royal College of General Practitioners (International). She earned a master’s degree in healthcare administration and management from the Royal College of Surgeons in Ireland.
