Qatar Launches AI-Focused Scholarship Program to Build Future Digital Workforce

Officials say the initiative will help build a national talent pool capable of leading digital transformation.

    Qatar is reshaping its higher education strategy to build a pipeline of local talent capable of leading AI-driven transformation.

    The Ministry of Education and Higher Education (MOEHE), in partnership with the Ministry of Communications and Information Technology (MCIT) and the Civil Service and Government Development Bureau, has launched a new Digital Transformation Program under the Government Scholarship Plan for the 2026-’27 academic year. 

    The initiative aims to develop national expertise in artificial intelligence, cybersecurity, data and digital technologies while creating a more direct connection between education and workforce demand.

    Speaking at a press conference announcing the program, MOEHE Assistant Undersecretary for Higher Education Affairs Dr. Hareb Mohammed Al Jabri described the initiative as a shift in how government scholarships are designed and delivered. Rather than focusing solely on university enrollment, the program seeks to support students through the entire talent lifecycle—from secondary education and university studies to professional training, employment, and long-term career development.

    The program is built around what officials described as a “scholarship ending with employment” model, ensuring that students pursue disciplines tied to national priorities while securing career opportunities upon graduation. The approach reflects a growing trend among Gulf governments to align education investments with strategic workforce planning, particularly in areas critical to digital transformation.

    Al Jabri said the ministry has gradually shifted from broad scholarship schemes to specialized programs that address specific labor-market needs. He described the Digital Transformation Program as one of Qatar’s most significant strategic scholarship initiatives to date.

    The launch comes as demand for digital skills continues to accelerate across both public and private sectors. According to officials, higher education institutions in Qatar now offer more than 40 academic programs related to digital transformation, reflecting the country’s broader efforts to build domestic capabilities in emerging technologies.

    Abdullah Al Khalifa, Director of Human Resources at MCIT, said the program represents a coordinated effort across government entities to prepare Qatari talent for priority digital fields.
