  • The World Economic Forum (WEF) has recognized UAE PASS as a global benchmark for digital identity, citing it as a model for building shared national digital infrastructure instead of fragmented government systems.

The recognition appears in the WEF’s report, The GovTech Compass: Ten Principles for the Responsible Implementation of GovTech and Digital Public Infrastructure, under its seventh principle, “From Digital Maximalism to Digital Pragmatism.” The report highlights UAE PASS as an example of a unified digital identity and signature platform used across all emirates.

“UAE PASS is a unified national digital identity and signature used across all emirates; agencies integrate the shared capability instead of building separate logins and e-signature tools, keeping new development focused on service-specific needs rather than reinventing infrastructure,” the report states.

H.E. Hamad Obaid Al Mansoori, Director General of Digital Dubai, said UAE PASS has become a core component of the country’s digital economy, enabling secure digital transactions, proactive government services, and a seamless user experience through collaboration across government entities.

Calling the recognition a reflection of the UAE’s leadership in digital government, H.E. Wesam Lootah, Director General of GovDigital at the Department of Government Enablement – Abu Dhabi, said the country is continuing its transition toward becoming the world’s first AI-native government.

UAE PASS now has more than 12 million registered users and supports millions of digital transactions each year across hundreds of government and private-sector services.
