Saudi Arabia Bets Big on Digital Government Services; Pours $8.53B in 2025

The figures result from the completion of several major digital infrastructure projects, fueling SME growth and creating 7,000 new jobs.

    Over the past decade, the Middle East has emerged as one of the world’s leading digital hubs. The region has poured significant capital into building its digital government services and offerings. Among all, Saudi Arabia invested over SR31.9 billion ($8.5 billion USD) in communications and information technology services in 2025 to advance digital government services.

    ​The country’s government contracts totaled around SR31.7 billion ($8.45 billion USD) across 6,145 agreements in the last year. The figures result from the completion of several major digital infrastructure projects, which have accounted for a significant share of technology investments in recent years.

    ​Notably, the adoption of national framework agreements, the unification of government procurement processes, and the strategic allocation of funding to high-impact initiatives have played a key role in advancing the country’s digital transformation.

    ​The 2025 Government Spending Report on Communications and Information Technology Services, released by the Digital Government Authority, notes that the direct contribution to the national economy exceeded SR9.5 billion (($2.53 billion USD) and that it also created over 7,000 jobs.

    ​Interestingly, local content in government software procurement hit 49%, reflecting the sector’s growing role in driving economic growth and building national capabilities.

    Within the digital ecosystem, small and medium-sized enterprises (SMEs) continued to expand their contribution, with their share of spending rising to 23% in 2025. The value of contracts awarded to SMEs reached approximately SR9.23 billion ($2.46 billion USD), representing 29% of the total government contract value in the sector.

    The framework agreements specifically processed more than SR5.16 billion ($1.38 billion USD) in purchase orders, used by over 500 government entities and 65 companies, thereby accelerating procurement processes, achieving financial and operational efficiencies, and enhancing the utilization of government resources.  

    The surge in digital services spending has improved government performance and raised operational quality, supporting the broader objectives of digital transformation.
