Today, for an economy to reach its full potential, governments must fully embrace advanced technology. This is where GovTech plays a role. This practice often refers to the use of technology and digital tools to modernize government services, improving their efficiency, transparency, and accessibility for citizens.
According to the World Economic Forum, GovTech is expected to unlock $9.8 trillion in public value globally by 2034.
Among the 195 countries worldwide, the Middle East region truly stands out as a leader in GovTech, showcasing remarkable progress and innovation. From AI-powered smart city initiatives, cybersecurity, and public payments infrastructure, to sovereign data and public welfare initiatives, the region is setting a global benchmark in GovTech advancements.
Dubai ranked 4th globally in the IMD Smart City Index 2025, followed by Abu Dhabi at 5th.
Amidst the ongoing wave of rapid digital transformation in the public sector, the GovTech Conclave 2025, organized by MIT Sloan Management Review Middle East, is scheduled for April 21, 2026, in Abu Dhabi.
A gathering of the brightest minds from ministries, conglomerates, and institutions, the second edition will feature discussions and insights on technology, digital transformation, cybersecurity, and citizen experience leadership.
The event begins with a keynote on “Unlocking the $10 Trillion in Public Value: The Strategic Case for GovTech,” emphasizing a research-based perspective on how AI, automation, and integrated digital infrastructure can create trillions in public value. It aims to explore how governments can design next-generation public institutions.
This will be followed by a discussion on how humans, machines, and institutions can collaborate for effective governance. A panel discussion will focus on personalizing services to citizens without compromising privacy and security. Other key sessions will feature topics such as “Cybersecurity as Governance Currency,” “Autonomous Cities, Autonomous States,” “Quantum Computing and the Public Sector,” “Reimagining Public Infrastructure as Open Platforms,” and “The Future of Public Payments.”
Given the growing attraction to sovereign data, a dedicated session on “Sovereign Data Economies: Citizens & States as Co-Creators of Intelligence” will address the right balance between economic value and privacy, as well as the potential of data as a sovereign asset.
The conclave will feature distinguished speakers leading digital transformation efforts in the region, including Abdulla Alsuwaidi of the Dubai Electronic Security Center, Hamad Abdulla Al Mutairi of the UAE National Library and Archives, Ali Hasan AlHammadi of the Higher Education, Ministry of Higher Education & Scientific Research, Manish Vaidya of the Department of Culture & Tourism Abu Dhabi, and Daniel Jackson and Kenneth Oye of Massachusetts Institute of Technology.
