At the inaugural session of the United Nations Global Dialogue on AI Governance, held in Geneva, Qatar announced the launch of the Global Alliance for AI Ethics (GAAIE). As declared by Mohammed bin Ali Al Mannai, Minister of Communications and Information Technology, Qatar, the Alliance will aim to strengthen international cooperation on AI ethics and advance responsible governance frameworks.
“The State of Qatar remains committed to contributing to a global consensus that ensures artificial intelligence is safe, trustworthy, and responsible, while delivering tangible benefits to all countries and societies,” said Al Mannai, emphasizing that AI governance was a shared responsibility rather than an individual one.
Acting as a mediator for a multi-stakeholder global dialogue on AI ethics, the Alliance will seek to ensure that diverse ethical values and cultural traditions play an active part in the development of international technical and regulatory frameworks. It will also aim to increase perspectives and experiences from across the world in global AI governance discussions.
The minister outlined three key principles for advancing more effective global governance:
- Bridging gaps in computing infrastructure, data, and talent
- Promoting interoperability across AI governance frameworks
- Ensuring that human rights and meaningful human oversight remain at the core of building public trust in AI systems.
The country’s approach to AI is guided by Qatar National Vision 2030 and the National AI Strategy.
Last December, Qatar, following the example set by the UAE and Saudi Arabia, launched Qai, a national AI company. Operating as a subsidiary of the Qatar Investment Authority, Qai aims to develop advanced digital ecosystems to support innovation and contribute to sustainable development.
