Saudi Arabia Tops Global Digital Readiness Index, Overtakes Finland and Germany

A decisive leap to first place highlights how Saudi Arabia is translating policy, governance, and investment into global digital leadership.

  • The Kingdom of Saudi Arabia has claimed the top spot globally in the 2025 Digital Readiness Index issued by the International Telecommunication Union (ITU), marking a significant leap from fourth place last year. This signals not just incremental progress, but a decisive shift into global digital leadership.

    With a score of 94 out of 100, Saudi Arabia is now firmly positioned in the “very high” category, underscoring the rapid evolution of its digital capabilities.

    Finland and Germany followed closely in joint second place with 93 points each, while the United Kingdom ranked fourth with 92 points. Norway and France completed the top six, scoring 91 and 90 points, respectively.

    Saudi Arabia’s ascent reflects sustained progress in building a robust digital ecosystem anchored in mature regulatory policies, effective governance frameworks, and strong institutional capacity. These advancements are enhancing the competitiveness of digital markets while supporting broader economic and social development goals aligned with the Kingdom’s transition toward a smart, digitally enabled economy.

    The Digital Readiness Index evaluates national preparedness across 117 indicators spanning nine pillars, including communications infrastructure, technology policies, governance tools, and organizational digital maturity. The framework offers a comprehensive view of how countries are positioning themselves to compete in an increasingly digital global economy.

    Saudi Arabia’s leading position highlights its emergence as a global model for enabling digital environments. The Kingdom has prioritized best-in-class regulatory practices, data-driven decision-making, and cross-sector collaboration among stakeholders, factors that are strengthening the resilience of its digital ecosystem amid rapid technological change.

    This progress also reflects extensive national efforts to modernize regulatory and legislative frameworks, enable digital markets, and improve institutional efficiency. Achieving a “very high” classification, reserved for a select group of countries, signals both the scale of transformation underway and the strength of Saudi Arabia’s long-term development trajectory in the communications and technology sector.

    The milestone is the result of coordinated efforts across a wide range of government and regulatory entities, including ministries responsible for finance, commerce, media, health, education, and economy, as well as key institutions such as the Communications and Space Technology Commission, the Digital Government Authority, the Saudi Central Bank, and the Saudi Data and Artificial Intelligence Authority. 

    Additional contributions from sector-specific regulators and partner organizations have reinforced a whole-of-government approach to digital transformation.

    Beyond its symbolic significance, the ranking strengthens Saudi Arabia’s position in global digital benchmarks and reinforces its ambition to become a leading hub for the digital economy. It also enhances the Kingdom’s attractiveness as a destination for investment and innovation, supported by a strategic vision focused on sustainable and technology-driven growth.
