Rajkumar Upadhyay is CEO of the Centre for Development of Telematics (C-DOT), the R&D arm of India’s Ministry of Communications. An accomplished technocrat and business leader with over 36 years of experience, he has held leadership roles across Defence R&D, BSNL, TRAI, and Prasar Bharati, driving indigenous innovations in telecom and cybersecurity in line with the AtmaNirbhar Bharat vision.
An alumnus of IIT Roorkee and IIM Bangalore, he holds a Ph.D. in Corporate Strategy & Policy. Upadhyay has chaired and contributed to multiple national and international bodies, including the Bharat 6G Alliance, TSDSI, and global regulatory forums. His work has been recognized with honors such as the J.C. Bose Award, National e-Governance Award, CIO 100 Award, and Deepak C. Jain Award.
